Civilization is controlled mainly with a combination of both the keyboard and mouse. However, a mouse is compulsory to play the game, a keyboard is just a luxury (:P). For moving units, I would use the keyboard, and for controlling cities, moving around the screen, and everything else which ISN'T moving units, use the mouse. The keyboard controls are:
