Anarchy is just a lack of government, really. It is the time in which the civilians revolt and look to overthrow their current system of government. It lasts for only a few turns, however, but during that period, most cities will be in civil disorder. Sometimes, governments can implode and fall into Anarchy by themselves if civil disorder is explosive.
II. Communism

Communism, as I'm sure we all know, is the government in which all power is assumed by one group and the majority of that power rests on the leader of that party. Basically, you have supreme control, as usual. Under Communism, corruption is diminished, so as that every city suffers the same effects, which are minimal. Commerce is limited, however.
III. Democracy

Democracy grants increases in commerce and production. However War weariness will run rampant on your civilization if you have drawn-out campaigns. It arrives quicker if you are the aggressor also. Corruption and waste isn't as rampant as other governments, pretty low, really. Under a democratic government,
units
or cities cannot be bribed.
IV. Depotism

Depotism is first government that you will enter in Civilization III. Basically, you have utmost authority and the people have no say whatsoever, thus production isn't great. Corruption and waste is pretty bad, but due to the small nature of your civilization at this point, it doesn't really matter. Hurrying production is tough as citizens die when it is enforced.
V. Monarchy

Corruption / Waste: Problematic

Monarchy is enforced in the same manner as Depotism -- all in the power of one person, enforced by military. Corruption and waste are still chaotic, but not as bad as Depotism. With Monarchy, citizens can now be paid to be work, as opposed to being killed.
VI. Republic

The Republic is a lower version of Democracy but with more corruption and waste. Production is lower than Democracy too. It works in the same way - you are voted in through elections and you rule on your judgement.
